Risk Center provides reports such as credit limit/risk, non-performing loans, protested bills and cheques.

1- Reports on Credit Facilities:

 Reports containing limits and outstanding debts of loans borrowed and utilized from banks and non-bank financial institutions that are members of the Risk Center.

 a- Credit Limit / Credit Risk Information:

 This report is presented in two different types as summary and in details upon an application filed via internet page of the Risk Center.

 Detailed Report: Credit Limit / Credit Risk information report relating to both the current period and any single period selected retroactively from the last 10 years.

 This Report contains such information as Member Name, Branch Name, Credit Type, Credit Limit, Credit Risk (maturities of 0-12 months, 12-24 months and above 24 months) and Interest Accrual / Commission amount.

 Summary Report: Credit Limit / Credit Risk information report relating to the current period.

 This Report contains such information as Credit Type, Credit Limit, Credit Risk (maturities of 0-12 months, 12-24 months and above 24 months) and Interest Accrual / Commission amount.

 This report does not contain member name and branch name information, unlike the detailed report.

 b- Credit Limit / Credit Risk Information (Non-performing Loans):

 This report is presented upon an application filed via internet page of the Risk Center. The report is related to Non-performing Loans (loans and other receivables categorized as frozen receivables) within the last 10 years.

 This Report contains such information as Credit Type, Member Name, Branch Name and Credit Risk (maturity of 0-12 months).

 c- Credit Limit and Outstanding Debt Information:

 This report is presented only via e-Devlet  gateway in such manner to contain summary, detailed and non-performing loans information all together.

 Detailed Report: Shows the credit limit and outstanding debt information for the current period and as of the end of December of the previous year.

 This Report contains such information as Member Name, Branch Name, Credit Type, Credit Limit, Credit Risk (maturities of 0-12 months, 12-24 months and above 24 months) and Interest Accrual / Commission amount.

 Total Credit Distribution: Shows the credit limit and outstanding debt information for the current period.

 This Report contains such information as Credit Type, Credit Limit, Credit Risk (maturities of 0-12 months, 12-24 months and above 24 months) and Interest Accrual / Commission amount.

 Credits and other receivables categorized as frozen receivables: Shows the credits and other receivables categorized as frozen receivables within the last 10 years’ period.

 This Report contains Credit Type, Member Name, Branch Name and Credit Risk (0-12 months’ maturity) information.

 2- Reports on Checks:

 Information on Dishonored Checks and Paid Checks:

 Report relating to dishonored checks, checks paid after completion of proceedings for dishonored checks, and checks paid upon submission since the year 2009. This report contains total number of checks, total amount of checks, banks from which checks are received, and a breakdown of last 50 checks transacted recently.

 This report is also presented via e-Devlet  gateway.

 3- Reports on Promissory Notes:

 Information on Protested Bills (Promissory Notes):

 Report containing information about protested bills (promissory notes). This report indicates the promissory notes protested during the last 5 years. Report contains such information as Bank Name, Branch Name, Type of Entry (Protest Notification or Withdrawal), Promissory Note Amount, Protested bill notification period, Protested bill withdrawal period, and Cause of Withdrawal of Protest.

 Note: In determination of information on protested bills (promissory notes), records and entries one-to-one matching to the report holder’s Name & Surname / Title and address information are taken into consideration, and only these records and entries are shown.

 An application may be filed for a Risk Center Report personally by hand, by mail, by e-mail or via e-Devlet gateway.

1- PERSONAL APPLICATION:

 Personal applications may be filed by hand to the “Risk Center” or through “Banks Accepting Risk Center Report Application” named hereinbelow.

 a) Personal Application to Banks Accepting Risk Center Report Applications:

 Application form, duly filled in via the “Report Application” page included in internet page, accompanied by:

 

  • In case of a natural person customer: original copy of identity document, or
  • In case of a legal entity customer: original copy of identity document of duly authorized officer of legal entity, and a notary-certified signature circular thereof, or
  • In case of an attorney: original copy of identity document and power of attorney granted to the attorney,

 is required to be submitted by hand to the Banks Accepting Risk Center Report Applications. The relevant officer, after checking identity, informs the customer about report fee and the bank’s service fee to be charged.  Then, the application form is printed out, and is signed by the applicant.

 Report fee is paid through “Banks Acting as an Intermediary in Collection of Risk Center Report Fee” named hereinbelow with either application reference number shown on the application form or identity number.

 Banks Accepting Risk Center Report Applications and Banks Acting as an Intermediary in Collection of Risk Center Report Fee and their Service Hours

 Branch offices of the banks listed hereinbelow will accept and receive applications during branch working hours. Furthermore, if the option of delivery of report by hand is selected in the application form, the report will be delivered again through the same bank branches.

 In addition, report fee is paid through branch offices of any one of the following banks or via the specified collection channels with any one of “Application Reference Number” or “T.R. Identity Number” or “Tax Identity Number”.

Personal Application to Risk Center:

After the application form is filled in the "Customer Entry" page in the internet website, a personal application is required to be made to the Risk Center, together with:

  • in the case of a natural person customer, the original copy of identity document; or
  • in the case of a legal entity customer, the original copy of identity document and a notary-certified signature circular of the duly authorized officer of the legal entity; or
  • in the case of an attorney, the original copy of identity document and the power of attorney of the attorney.

After identity check, the customer is informed about the report fee. Then, a print-out of the application form is taken and is signed by the applicant.

Report fee is paid through the "Banks Intermediating the Collection of Fee of Risk Center Report" as specified below, with the application reference number included in the application form or with the identity number.


Risk Center Address and Service Hours:

A personal application may be made to the following address of the Risk Center between 09.00 – 12.30 and 13.30 – 17.00 hours in any days other than national, official and religious holidays and public holidays and Saturdays and Sundays.

Furthermore, if the "delivery of report by hand" option is chosen in the application form, the report will be delivered by the Risk Center.

2- APPLICATION BY MAIL:

 Application form is first filled in via the “Report Application” page included in internet page, and is then printed out and signed before a notary public.

 Report fee is paid through “Banks Acting as an Intermediary in Collection of Risk Center Report Fee” named hereinabove with either application reference number shown on the application form or identity number.

 “Notary-certified application form”, “notary-certified photocopy of identity document” and “credit note evidencing payment of report fee” are sent by mail to the Banks Association of Turkey – Risk Center - Barbaros Mahallesi, Ardıç Sokak, Varyap Meridyen F Blok, 34746 Ataşehir / Istanbul address.

 As for legal entities filing an application by mail, “notary-certified photocopy of identity document”, and “notary-certified application form” and “notary-certified signature circular” of the duly authorized officer of the applicant company, as well as “credit note evidencing payment of report fee” are required to be sent.

 If the application is wished to be filed through an attorney, in addition to the documents listed above, a “power of attorney” is required to be sent.

3- APPLICATION BY E-MAIL:

 Application by electronic mail may be made only by natural person customers having a secure electronic signature.

 After the application form is filled in via the “Report Application” page included in internet page, the report fee is paid through “Banks Acting as an Intermediary in Collection of Risk Center Report Fee” named hereinabove with either application reference number shown on the application form or identity number.

 “Application form signed by secure electronic signature” and “credit note evidencing payment of report fee” are required to be sent basvuru@riskmerkezi.org .

 4- APPLICATION VIA E-DEVLET  GATEWAY:

 Application via e-Devlet gateway can be made only by natural persons (also including commercial undertakings of natural persons). Application process is as detailed below:

 

  • An entry is made to e-Devlet gateway via turkiye.gov.tr by using one of the identity verification methods (e-Devlet password, e-Signature, mobile signature, T.R. Identity Card, Internet Banking).
  • The Banks Association of Turkey Risk Center Report service is entered through e-Devlet gateway, and the requested report type is selected.
  • Report application is completed.

REPORT DELIVERY PROCESS

 Report requested in applications filed via Risk Center internet page is delivered by any one of the delivery methods of “by hand”, “by mail”, “to electronic mail address” or “electronically”.

 It is required to mark one of the delivery methods listed above in the application form filled in the “Report Application” page, and report is delivered to the customer by the delivery method selected as above.

 In applications filed via e-Devlet gateway, the report is delivered to the customer again via e-Devlet gateway.

 1- DELIVERY BY HAND:

 Report may be delivered by hand from either “Banks Accepting Risk Center Report Application” named hereinabove or the “Risk Center”.

 In case of delivery of report by hand, natural person customers may take delivery of report by submitting “original copy of their identity document”, and legal entity customers by submitting “original copy of identity document of their duly authorized officer” and “notary-certified signature circular”, and attorneys by submitting “original copy of identity document of the attorney” and “original copy or notary-certified copy of his power of attorney”.

 2- DELIVERY BY MAIL:

 Delivery of report by mail is made to the address designated by the customer in the application form. Customer is informed by SMS or e-mail that the report is mailed to him. Then, the report is delivered to the person named and designated in the report application form after an identity check.

 3- DELIVERY TO ELECTRONIC MAIL ADDRESS:

 Delivery of report by electronic mail is made to the e-mail address designated by the customer in the application form. Report is sent in PDF form to the e-mail address, and the password needed for displaying the report is sent by a second e-mail/SMS. The report is displayed by using this password.

 4- ELECTRONIC DELIVERY:

 Electronic delivery of report is made via the “Report Delivery” page at the address of www.riskmerkezi.org. First of all, when the report is ready for delivery, application reference number and password are sent by SMS to the mobile phone number designated in the application form. Then, “Report Delivery” page is entered by using the application reference number and password sent by SMS. Report is then displayed by answering “personal verification question” to be asked on the screen and by using information sent by SMS on the entrance screen.

 5- DELIVERY VIA E-DEVLET GATEWAY:

 Delivery of report via e-Devlet gateway is made through “Banks Association of Turkey Risk Center Report Application” page at the address of www.turkiye.gov.tr. When the report is ready for delivery, password to be used for display of report is sent by SMS together with application reference number to the mobile phone number registered in e-Devlet gateway.

 By using the password sent by SMS, “Report Display” is entered through “Banks Association of Turkey Risk Center Report Application” page at the address of www.turkiye.gov.tr. Then the report is displayed by entering the password sent by SMS.

 

Risk Center Report fee is TL 2.25 + VAT. 

The cost of report consisting of the report fee cited above, plus the delivery cost arising out of the method of delivery chosen in the application form, plus the communication cost and the invoice cost (if an invoice is requested to be sent), is given in the following table:

For natural persons, no fee is charged on the first report in each calendar year.

If delivery by mail option is chosen, and an invoice is requested to be sent, the delivery cost tabulated below is applied. No fee is charged in other delivery methods.

INFORMATION NOTE: The report fee is required to be deposited in the bank within 10 days following the date of creation of Report Application Form in the internet site of the Risk Center, and if not deposited in 10 days, the application form is required to be re-filled in.


 Fees for delivery of applications made via e-Devlet Gateway:

 One report is issued free of charge every month. Free report right is renewed 1 (one) month after the report application date.

 

 

For your questions and problems relating to Risk Center Report, you may call the Risk Center Customer Services via 444 99 69.

Objections, complaints and correction requests due to wrong information or omissions in the report are addressed and transmitted to the Risk Center Member or to the source institution where deficient or wrong records are detected.

As the Risk Center collects the report information from its members and from source institutions, the objections and correction requests are evaluated by the relevant members, and any corrections made therein are reported to the Risk Center.
